Paul Keith Davis: "Decrees and Proclamations"

On the morning of December 24, 2004, as I was being awakened from a dream, I heard a scripture being recited directly from the Bible. It was Isaiah 51:15-16 saying,

"For I am the LORD your God, who stirs up the sea and its waves roar (the LORD of hosts is His name). "I have put My words in your mouth and have covered you with the shadow of My hand, to establish the Heavens, to found the earth, and to say to Zion, "You are My people.”

Naturally, living in Orange Beach, Alabama, this passage immediately had a measure of significance. Just three months before, on September 16, Hurricane Ivan devastated our hometown with a 25 foot wall of water. Even now, almost two years later, our area is still in recovery mode.

Even so, this strategic scripture had even greater meaning two days later. On December 26, 2004, an event transpired that caused me to look at verse 15 in an entirely new light. On this date the tragic Asian tsunami took place. The seas truly were stirred and the waves roared in an unprecedented way.

I was not able to forecast the Asian tsunami from this dream, but the fact that the tsunami occurred, provides incredible affirmation that the truth resident in verse 16 is a present word.

End-Time Impartation

This particular passage has been one the Lord has utilized often through prophetic experiences to illustrate a function of His end-time army. The Bible promises that He will put a prophetic word in our mouths that is full of both life₁and power. This word comes directly from His heart and establishes the revelation of His Kingdom.

Furthermore, when this impartation takes place, it is fundamentally necessary that it be pronounced from an atmosphere of spiritual anointing₂. He said, "I have put My words in your mouth and have covered you with the shadow of My hand." The overshadowing of His hand is the forum from which decrees and proclamations must proceed. Mary was overshadowed by the power of the Most High and her agreement with Him was creative.

This is an illustration of His anointing for power and authority₃. When this takes place, it is the consolidation of the Word and Spirit that will not fail. It will accomplish every purpose for which it is intended.

According to Isaiah 51:16, when the Lord puts His Word in our mouths and covers us with the shadow of His hand, the resulting prophetic directive is intended to do three things:

1. To establish the Heavens
2. To found the earth
3. To say to Zion, "You Are My People."

A Prophetic Commission

The prophet Jeremiah was once privileged with an incredible face-to-face encounter with the Lord. The Prophet records that, "The LORD stretched out His hand and touched my mouth, and the LORD said to me, "Behold, I have put My words in your mouth. See, I have appointed you this day over the nations and over the kingdoms, to pluck up and to break down, to destroy and to overthrow, to build and to plant. (Jeremiah 1:9-10.)

As it was with Jeremiah, Kingdom authority₃has been delegated today to accomplish the same purpose and model as in his day. We are being appointed with spiritual oversight to root out, pull down, destroy and overthrow, but also to build and plant₄. That is the directive of Isaiah 51:16.

What is established in the Heavenly places will be released on the earth. When this takes place, there will be a calling out of the Bridal company to take her rightful position of power and authority for the great harvest₄. The Holy Spirit is speaking to the seeds of destiny, resident in the Zion company saying, “you are My people.” We will be identified as bone of His bone and flesh of His flesh to accomplish the same mandate given to Him by His Father...to bring the message of redemption and to destroy the works of the devil. (1 John 3:8.)

On Earth as in Heaven

The attributes of the spiritual atmosphere surrounding a region, dictates the characteristics that region demonstrates. For instance, if spirits of witchcraft and sorcery predominantly occupy the heavenly places over a region, then many of the people living under that jurisdiction will be captured by these spirits. Likewise, if an open Heaven can be achieved over a territory, then righteousness and truth will flourish. Many souls will be won through a fruitful harvest and God’s people will walk with Him in fellowship.

The videos we have seen of the cities that experienced transformation are clear evidence of this reality. We have watched South American cities previously bound with corruption, become totally renewed spiritually and naturally. Even the vegetation responded to the revelation of God's Kingdom with fruits and vegetables produced in unparalleled ways.

Our Mandate

Many Christians are being positioned to experience this commissioning. The Lord is stretching forth His hand to fill our mouths with decrees and proclamations direct from His heart. Like Jeremiah, the anointed words of God’s people will uproot the forces of darkness and plant the revelation of His Kingdom. When this takes place, there will be an abundant harvest of souls and the Lord Jesus will begin to receive the full measure of His great reward. (Revelations 5:9.)

We are presently living in a season that will be identified with spiritual breakthrough. A Heavenly host has been assigned to us in this task. Our responsibility is to articulate the Lord's desire through His anointing to establish the revelation of His Kingdom. The battle is won in the Spirit first, then manifested in the natural₅. This is our strategy for corporate breakthrough.

Shawn Bolz: "The Process of Personal Breakthrough"

Dream:

I was in a deep sleep--unaware that outside of  my dreams, there was a raging storm here in Alabama. Lightning split the sky at a rate that my west coast eyes were not used to, and I believe it was used to affect my dream.

In this night dream, I saw a flash of light and a man appeared in the light; it was an angel from Heaven with the appearance of a strong man. He appeared next to a human male₁, who was waiting for Heaven to respond wholeheartedly.

Another flash came and there appeared two praying men and four angels. The next flash came and there were two men, a woman, two children, and twelve angels. Then flashes came so rapidly, with people and angels appearing and multiplying, that I could not keep up with the numbers. All I knew was:

The light of Heaven was actively shooting towards the earth and divine placement was happening.

I awoke from the outside lightning storm, knowing I had just witnessed the emerging generation of revivalists--receiving divine helpers from Heaven--assigned to them for personal breakthrough, so they could help break a generation into the fullness of God.

The Revivalists Are Coming!

Although the term revival is often overused and exaggerated in emphasis, there is a generation of revivalists coming up out of the wilderness right now₂. These revivalists will not be the stereo-typical, hyper-charismatic personalities, just known for preaching a fiery message to stir up the masses. These revivalists will be empowered to bring individuals, regions, countries, continents and the world, into a true conversion experience, to look like what God desired from the beginning: A full manifestation of His nature on the earth through the ones He loves--us.

When I was praying about this generation, I saw a process of personal breakthrough, which starts with a spiritual awakening to the Kingdom of God. This causes a desperate hunger (that we might decrease, so that He can increase₃), a hunger for the fruit of Heaven to come. Then there is a preparation like in Hebrews 12, preparing us to touch the mountain of God (Hebrews 12:22).

Then the Lord comes with an impartation that installs the nature of Christ (2 Peter 1:45) into us. Lastly, there is a manifestation of Christ through us to the world, by which He is seen in us to bring: 1) Awakening. 2) Desperation. 3)  Preparation. 4) Installation. 5) Manifestation.

I believe there are those who have been in this process and are about to receive their breakthrough in an unprecedented way, which will cause an awakening all over the world.6

True revival is sustained by the lives who are constantly transforming into the image of Christ

If you remove this element of the Holy Spirit changing and transforming us, then you remove the power of the revival. If you want breakthrough, then you are asking for this kind of process. If you go through this process, you are going to go through radical transformation and change.

When Bob Jones and Paul Keith released the word about the angel named "Breakthrough," I felt a very strange momentum come upon me. I felt very aware that the breakthrough these angels have come to help us with, has never been opened this way before.

I began to ask myself, "Is this what the men who first broke the sound barrier felt, when they were up in the sky?" What if we are going to break the barrier of the spirit realm? What if we are breaking through into Heaven in such a real way, that the heavy glory comes upon us like generations have dreamed about and prayed about? Some generation is going to do it--break into the end-time anointing, why not us?

The Scroll With Wings

As I have been anticipating breakthrough--even for our event in July (which we are hosting here in Alabama), I have been pondering steps we may need to take in order for this to come. I was praying and began to think of the repentance we may need to do here geographically--and the strong men that have yet to be broken. As I was interceding, I saw again a vision I had in February, of a scroll flying towards me. It had large graceful wings that were white and when it got close, it had the scripture Romans 9:16 written upon it:

"It does not therefore depend on man's desire or effort, but on God's mercy."

We are in a season of standing on this word--that His mercy, not our effort, will make a way for His desire. I believe this truth revealed, can help many who feel they need to work for what Jesus has already paid the price for...

Breakthrough is coming--because it's on Heaven's time table to come right now₇.

₂  I've been in the wilderness.  I haven't had a church covering for a long time.  I've just been reading my Bible and allowing the Holy Spirit to teach me.  You can read the things I've been learning because I share them with you here at the Clarion Call.
₃  I've been going through the process of dying-to-self for a while and have come face to face with the indisputable fact that, in order to be fully used by God, I must always remember that it isn't about me, it is about Him and about other people.
₄  When I read this I went to Hebrews 12 and found that I've been learning how follow those principles and have been teaching as I learned.  Verse 25 says, "See that ye refuse not him that speaketh."  That's what has been my struggle all week.  I didn't refuse Him.  I stood on what He said in spite of the overwhelming flood of "evidence to the contrary" that slammed me.  Lately He has been leading me to bring up Godly fear and the importance of it.  Then, the first verse flooded my soul with the realization that what I am doing is being observed by those I've encountered and told about the authority given to me to speak life, "Wherefore seeing we also are compassed about with so great a cloud of witnesses, let us lay aside every weight, and the sin which doth so easily beset us, and let us run with patience the race that is set before us."
₅  2Pet 1:3-4, "According as his divine power hath given unto us all things that pertain unto life and godliness, through the knowledge of him that hath called us to glory and virtue: whereby are given unto us exceeding great and precious promises: that by these ye might be partakers of the divine nature, having escaped the corruption that is in the world through lust."  Speaking life pertains unto life.  As you have seen God has been teaching me that it is possible to not sin, which is godliness as we escape the corruption in the world and choose to not sin.  I went through those steps!

I also tried to email Mr. Bolz.  Those guys hang around with other men and women who submit Words through the Elijah List.  The Elijah List refers to them as "tried and tested" men and women of God and refers to the Words they submit as credible.  So, if they are indeed tried and tested I was looking for some guidelines on how to proceed.  I figured, if they hadn't been in a similar situation then they knew someone who had.  Perhaps they could throw me a word of encouragement or advice.  No answer.  Sad.

A Time for Our New Identity

I have received so many wonderful comments over the last 10 Days of Developing an Expectation for the Future. This seemed to begin God’s dealings with our soul, which is so important this month. I see the Lord raising us up and developing a new identity within us. That is part of the Third Day People.

After Esther’s three days of fasting, she had a bold new identity to approach the king. There in the inner chamber, she gained favor to overthrow her enemies. Identity is the collective aspect of a set of characteristics, by which a thing is definitively recognizable or known. Identity can also be the behavior or personal characteristics that cause a group to be recognized. Identity is where the personality of an individual or group is fully recognizable as an entity.

On the morning of May 16, 2006, we began to pray about the corporate identity of the Body. There are some structures that cannot fall in the earth realm, without us aligning our individual gifts to become a corporate Kingdom organism. Think about Jericho. That was the invincible fortress that could have blocked God’s people from entering into the Promised Land. However, because they moved corporately, that which appeared invincible fell.

The following 10-Day Prayer Focus will help you in understanding the identity that God has for us at this hour. Here is also a prophetic word that came forth on May 16, 2006, that reflects what God is saying in this area:

The Lord began to say,

"The Bride is coming up and out of the wilderness. She will not be a Bride that is fragmented. She is coming out ready to face her future. She is coming out whole! She is coming out into a new place with all the merchants' fragrant powders.

The progression of the Bride has begun. The Ark (God’s covenant Word and presence) is beginning to press forward. David’s Tabernacle is coming into place for this generation. You have been prepared in the wilderness, but now you are coming out!₁ I am calling out the valiant men and women who are experts in war, that will surround the Bride and be her guide as she comes forth.

There are many who do not know how to move with the procession at this time. The movement has begun. I am activating the gifts in the Body that are dormant. I am calling in the insecure, those on the back burner, those sitting on the shelf, to find their place in My procession.₂  I am calling those that I have need of to come forth now.Untie the colts and bring them forth, for I have need of them!

There is a birth that is imminent!₃  Call in the midwives to assist in that which must come forth now. Call them out of structures that have held them captive. Call into place the gifts that need to be in operation for the demonstration of My Spirit. Call into place those that are outside My Body.₄  Be willing to go and bring in the gifts I need to accomplish My purpose in the earth. Shout from the rooftops, 'Come, be a part of the movement of the Body of Christ!'"

We have entered the second Hebrew month. This month is called Iyar. Remember, every month is linked with a tribe. This is the month linked with the tribe of Issachar. Therefore, the timing of God is so important this month. This is a month of thought and meditation so that we can understand secrets. This is also a month that we can set the course for watching--both inwardly and outwardly.

This is a month for receiving spiritual advice and counsel, so you know how to move forward into your future. In the last 10-Day Prayer Focus, we dealt with the soul, since this is a month to have your soul restored. If you will allow God to restore your soul, then He will send supernatural strength from the Heavenlies, so that you press through into a realm of victory that has eluded you.

This is a month to experiment with natural healing and align yourself with the supernatural Healer₅. This month is where, "I AM God Your Healer," (Exodus 15:26) begins to manifest. Each month is also linked with a letter of the Hebrew alphabet. This is the VAV month--the month that links the Month of Redemption with the Month of Giving. (If you move right in this month, the rest of the year connects properly.)

Finally, each month is linked with a function of the body. This is the month of the right kidney₆. Kidneys are linked with conscience and thought. Ask God to remove anything in your will, that is resisting your thought processes from aligning with Him.

10 Days of Restoring, Redefining and Establishing Vision

Day 1: Read Amos 9. David's Tabernacle is being restored in the earth in this generation. Declare that the Tabernacle of David will be restored in your life, family, church, city, state, and nation. You have a good future! Expect God to move on your behalf! Stake your claim!

Day 2: Read Acts 15. This is where the Church agreed with the prophetic word from Amos 9 and declared that its identity would not reflect the legalism from the past. Ask the Lord to cut through all of the conflict that is keeping you from seeing the future.

Day 3: Read Acts 8-9. Notice how Saul's identity changed to Paul. Ask God to drop any scales from your eyes that are keeping you from seeing His plan for your future.

Day 4: Read John 1, Matthew 16, Acts 10-11. Notice the transformation of Peter. His identity was prophesied in John 1. He tapped into revelation in Matthew 16, and then began to come into his true identity in Acts. Follow this pattern in your own life. Also notice the difference between the church in Antioch and the church in Jerusalem. The identity of the church in Antioch was truly apostolic. Ask God to cause the Church today to begin to come into its new identity.

Day 5: Read Revelation 1-3. Notice the Revelator. Ask the Spirit of God to catch you up into a new place of revelation. Notice what the Spirit of God is saying to the churches. Ask the Lord to speak to you and let you hear what the Spirit is saying to the Church today.

Day 6: Read Revelation 4-5. Ask the Lord to bring you up into a new place of worship. Ask the Lord to reveal to you what is happening in the Heavens.

Day 7: Read Revelation 12, 18, 19. Ask the Lord to show you how to war in the earth. Ask Him to show you how to protect that which is being brought forth in this hour on your behalf. Declare Babylonian structures that have you held captive, will begin to fall.

Day 8: Read Revelation 20-22. Ask the Lord to give you a vision of the River of Life. Ask the Lord to show you the Armies of Heaven. Declare all things are being made new and that you have a glorious new identity. Exalt the Lord for being Alpha and Omega in your life.

Day 9: Read Isaiah 61-62. You are anointed! Do not keep silent. Ask the Lord how to confess your faith. Go through your new gate. Decree that you are not a city forsaken but that you will be "SOUGHT AFTER." The redeemed of the Lord say SO. Shout, "SO!"

Day 10: Read 1 Samuel 16, 17, 30; 2 Samuel 1, 2, 3:1, 5, 6. I know this day has a lot of reading, yet this will take you through the three anointings of David. In other words, David was anointed to be king, but his identity still had to form. Some of you have been in a hard place of forming identity. Do not be discouraged--there is a new anointing ahead. At the end of reading these chapters (I suggest you read three in the morning, three at noon, and two at night), thank God for your next anointing. Anoint yourself before you go to sleep and decree that your identity has shifted.

Here is the last portion of the prophecy that the Lord gave me on the morning of May 16, 2006. We are decreeing it will become a reality in your life.

The Lord would say,

"You will be expert in bringing forth. There have been many things conceived in My Body that have never been brought forth. But now I am raising up those who are specialists in bringing forth what I long to have brought forth in the next season. So bring forth the sons and bring forth the daughters. Bring forth those who can prophesy. I am calling forth those experts in war who can disciple and bring forth those who will be even greater experts in war.”

Let’s thank the Lord that the Bride is coming out of this wilderness of independence. Thank God for those who have kept their lamps prepared with their wicks trimmed and their oil ready so they would have plenty of oil for the next season. We say to those who have been prepared, "Come forth now!₇"

₁  Again, I have been prepared in the wilderness.
₂  I've not exactly been sitting on the shelf.  I've been publishing things at the Clarion Call, but the gift of speaking life had pretty  much lain dormant for seven years.  So, according to this, I'm joining in with many others.  I reached out to Mr. Pierce as well in hopes of touching others in the same boat.  I did receive a response to that email, however, but it is "Chuck will read your email as time allows".  Too bad time is short!
₃  Looking back, it was as if I were in labor.  The mental pain was immense and the physical exhaustion bordered on pain.  However, who and where are the midwives?  That's when it occurred to me to send out a notice on the Clarion Call mailing list to see if there were those that felt God calling them to intercede and to help this birth along.
₄  A verified miracle will draw in those outside the Body.  Some people are not able to step out in faith and believe God until they see something with their own eyes that verifies that God is truly God.
₅  If my thoughts are aligned with Gods and His desires become mine then there is no reason that I cannot speak life into kidneys that are "incurable" or life into a leg bone that is shattered!!
₆  Need I say more?  Isn't this the icing on the cake?  The period at the end of the sentence?  How can this be a "coincidence"?  There is no such thing as coincidence!!!
